教育部颁布《全面推进依法治校实施纲要》,是进一步贯彻落实党的十八大精神和《国家中长期教育改革和发展规划纲要(2010-2020)》,全面推动教育行政管理体制以及学校内部体制改革、创新的一项重要举措。为我们构建政府、学校、社会之间的新型关系,加快现代学校制度建设提供了理论依据。认真学习、落实《纲要》,必将推动我区教育事业健康、和谐、快速发展。多年来,丰满区积极开展依法治校示范校创建工作,取得了一定的成绩。全区23所学校中有国家级依法治校示范校1所、省级依法治校示范校2所,市级依法治校示范校5所。但与全面推进依法治校实施纲要的新要求相比,仍有较大差距,因此我们必须抓住《纲要》出台这一契机,认真落实《纲要》精神,营造依法治校的浓厚氛围,促进全区各级各类学校实现管理的科学化、制度化、程序化、规范化和民主化。
The Ministry of Education promulgated the “Outline for Implementing the School-Governing by Law in an All-Round Way,” which is to further implement the spirit of the 18th National Congress of the CPC and the “Outline of the National Medium and Long-term Plan for Education Reform and Development (2010-2020)”, to promote the education administration system and schools System reform, an important measure of innovation. It provides a theoretical basis for us to build a new type of relationship between government, school and society and speed up the construction of modern school system. To seriously study and implement the “Outline” will surely promote the healthy, harmonious and rapid development of education in our region. Over the years, Fengman District actively carry out the work of building a demonstration school according to law and achieved some success. Among the 23 schools in the region, there are 1 model school under the state-run school of law, 2 provincial model schools under the rule of law, and 5 model schools under the municipal governance according to law. However, there is still a long way to go before the new requirements for comprehensively implementing the program of administering schools by law are implemented. Therefore, we must seize the opportunity set forth in the “Outline”, conscientiously implement the spirit of the “Outline”, create a strong atmosphere for governing schools according to law, and promote The management of all kinds of schools at all levels in the whole district is scientific, institutionalized, proceduralized, standardized and democratized.
