本文利用我国31个省、市、自治区2001-2011年的面板数据,采用DEA视窗分析模型对我国人力资本投资效率及其变化趋势进行测度,研究发现我国大部分省区的人力资本投资效率偏低且有些省区出现快速下降趋势。同时,进一步通过Malmquist生产率指数的测算与分解探讨了我国人力投资效率变动的原因,研究发现考察期内人力资本的纯技术效率变化指数基本不变,规模效率变动是我国人力资本投资效率变动的主要因素。
Based on panel data of 31 provinces, municipalities and autonomous regions in China from 2001 to 2011, this paper uses DEA window analysis model to measure the efficiency of human capital investment and its changing trend in our country. It is found that the efficiency of human capital investment in most provinces and autonomous regions in our country is low And some provinces and autonomous regions showed a rapid downward trend. At the same time, the reason of the change of human investment efficiency in our country is also discussed through the measurement and decomposition of Malmquist productivity index. The study found that the change of pure technology efficiency index of human capital during the study period is basically unchanged. The change of scale efficiency is the main factor of the change of human capital investment efficiency in our country factor.
