马六甲海峡是东南亚地区最具战略意义的海上通道。近些年,海峡航道安全问题凸显、形势严峻,危及各利益相关国家乃至世界经济发展与繁荣。积极参与管控海峡航道安全问题,维护和保障海峡航道安全与畅通,相关国家责无旁贷。除了各相关国家之外,非政府组织作为海峡航道安全管控的重要参与者,为维护和保障海峡航道安全贡献良多,颇具研究价值。马六甲海峡协会和国际海事局长期积极参与海峡航道安全管控且作出重要贡献,其参与海峡航道安全管控的主要方式:助航设备和设施的捐赠、安装与维护,参与海峡航道清理与疏浚,除油船和航标船捐赠,捐资马六甲海峡航行援助基金,提供技术支持的同时帮助海峡沿岸国家培训相关人才。非政府组织参与海峡航道安全管控可以消除海峡沿岸国家的某些忧虑,受到海峡沿岸国家欢迎。航道的安全顺畅关乎国家经济安全,中国非政府组织可以借鉴马六甲海峡协会和国际海事局的做法,参与航道安全管控,维护国家经济和战略利益。
The Strait of Malacca is the most strategic maritime access in Southeast Asia. In recent years, the issue of channel safety in the Taiwan Strait has been highlighted. The situation is grim and endangered the economic development and prosperity of various stakeholders and even the world. Actively participate in the control of the safety of the Channel and safeguard and ensure the safety and smooth flow of the Channel, the relevant countries are duty-bound. Except for all the countries concerned, non-governmental organizations, as important participants in the safety control of the Channel, have made great contributions to the safeguarding and protection of the safety of the Channel. Malacca Strait Association and the International Maritime Bureau for a long time to actively participate in the channel safety control and make an important contribution to its participation in the Channel Channel safety control of the main ways: navigation equipment and facilities donation, installation and maintenance, to participate in the channel waterway cleaning and dredging, oil tankers Donated money to the Malacca Strait Sailing Assistance Fund to provide technical support and at the same time helped train the countries along the Straits in the training of relevant personnel. The participation of non-governmental organizations in the regulation of channel navigation in the Strait can eliminate some of the concerns of the countries along the Strait and are welcomed by the countries along the Strait. The safety of the waterway is related to the economic security of the country. China’s non-governmental organizations can learn from the practices of the Strait Association for Malacca and the International Maritime Bureau to participate in the control of waterway safety and safeguard their national economic and strategic interests.
