《全民所有制工业企业转换经营机制条例》的颁发,从某种意义上看是宣布政府将退出跑道,要当裁判了。既然政府已把经营自主权交给了企业,剩下的就要看企业经营者在市场上闯荡的胆识和本领了。市场犹如大海,既可载舟,为经营者提供了大显身手的用武之地,但也可覆舟,稍有不慎,就可能要关停并转,陷于破产境地。可见,机遇永远与风险共存。在机制转换的当口,本文提出,企业家首先要在经营意识上有个大的转变,至少应有十个“基本转变”。 The issuance of the “Regulations on Changing the Operating Mechanism of All Ownership-Owned Industrial Enterprises” is, in a sense, an announcement that the government will withdraw from the runway. At the time of the institutional transition, this paper proposes that entrepreneurs must first have a major change in their business sense. There should be at least ten “basic changes.”
