Zhang Shuguang, former second chief engineer of the Ministry of Railway and Director of the State Administration of Transportation, was put under trial on September 10. He was accused of accepting briberies 13 times, amounting to RMB 47 million. Zhang Shuguang confessed to be guilty in the court,
Zhang Shuaguang said that he first asked for bribery from enterprises when he applied for the title as an academician of the Chinese Academy of Sciences (CAS). His confession made people wonder whether the selection of academicians, the most glorious title for scientists and scholars in China, is fair or not.
It is reported that Zhang Shuguang applied for the academician of CAS twice in 2007 and 2009. He asked for RMB 8 million from Ge Jianming, president of KTK Group and accepted RMB 10 million from Wang Jianxin, legal representative of Wuhan Zhengyuan Railway Engineering Company Limited, and RMB 5 mil- lion from Chen Bingyu, legal representative of Beijing Bode Transportation Device Co., Ltd. He claimed that he needed money to “attend the review of his qualification for the academician”.
In 2007, he failed to get the title with seven disapproval votes. He thought that his failure was a result of his insufficient technological preparation, but Ge Jianming thought the reason to be the less spending. Therefore, Zhang received his first bribery that amounted to RMB 2 million. In the second time, he took RMB 6 million from Ge, but still failed with only one disapproval vote. Zhang said in the court that he was disgusted with what he did and felt bad for himself. But he refused to tell how he spent the bribery.
An insider says that Zhang is not satisfied with his senior governmental position. He always wanted to be a “scholar”, because a governmental official plus a scholar can give him more authority in the planning and construction of railway projects.
