我国“三农”教育的发展面临许多严重而独特的困难,这些困难与我国教育体制改革进程中对“三农”教育的过分市场化导向有一定关系。与“非农”教育部门相比,“三农”教育具有极大的特殊性,集中表现为弱质性与外部性并存且十分突出,这一特点决定了“三农”教育并不具有与其它市场主体公平竞争的能力。理论研究的结果和农业院校的实践都表明,在一定的历史时期内,政府和社会还不能过于激进地把“三农”教育推向市场,今后我国“三农”教育应该选择适度公共化与适度市场化相结合的发展道路。
