在多种行政管理方式中,行政强制作为行政权力行使的最后手段和最激烈方式,代表着行政管理领域最基本的问题:如何在维护社会公共秩序与保障公民合法权益间寻找最佳平衡点。执法公信力的缺失正是意味着这个平衡点的失衡。探寻执法公信力缺失背后的根本原因,构建一套合理有效的执法运行体制,对于提高我国依法治国整体水平,建设法治政府意义重大。
