根据亨廷顿与诺启示,本文认为当前中国的社会稳定的潜在威胁是制度的缺失与失效导致政府公权力失范侵害公民的权利所引起的社会抵抗运动。而要有效缓解社会冲突就要增加政府制度供给的有效性,其中最重要的是如何对政府权力进行限制,使政府权力在宪法与法律的约束下运行,同时给予社会群体利益表达与维护的机制。 According to Huntington and Connaught Inspire, this article argues that the potential threat to China’s social stability is the social resistance movement caused by the absence of the system and the failure of the government’s public authority to violate the rights of citizens. To effectively alleviate the social conflict, we must increase the effectiveness of the supply of the government system. The most important thing is how to limit the power of the government so that government power can operate under the constraints of the Constitution and the law. At the same time, we can give mechanisms to express and safeguard the interest of social groups .
