太行山脉的浅山丘陵区,地处暖温带半干旱季风气候区,光热资源丰富。年平均降雨量550毫米,雨热同季。土壤干旱瘠薄,加上人为过度开荒造田,植被群落遭到严重破坏,水土流失严重,土壤蓄水保墒能力降低,造林成活率很低。1994年太行山绿化工程启动以来,把提高造林成活率作为主攻目标,在工程造林过程中,工程措施与生物措施相结合,收到明显效果,造林成活率由1993年的30%提高到1998年的90%以上。
