The Heilongjiang Association of Science and Technology Editors held an editorial seminar in Harbin from August 26 to 29, 1993 to discuss how tech journals went to market. The chief editors and deputy editors of various scientific journals attended the meeting. Zhang Weimin, deputy director of the Provincial Press and Publication Bureau, Zheng Zhicheng, Director of the Conditional Finance Division of the Provincial Science and Technology Commission, and Deputy Director of the Department of Journalism of the Provincial Press and Publication Bureau, attended the meeting and delivered speeches.
