市政行业露天作业,点多面广,流动性大,设备分散而带有间歇性,给管理带来了难度。为调动全体干部职工管理设备的积极性,我们将设备管理纳入经济承包责任制的轨道,坚持定期考核评比,做到奖罚兑现,七年来持之以恒,收到了明显效果。下面谈谈我公司实行的设备管理与经济责任制结合的几种形式。 1.设备管理列入各级领导干部的任期目标,实行奖惩挂钩 我们把设备完好率、利用率、全员技术装备率、动力装备率、设备新度系数等9项设备管理指标,列入了经理任期责任目标,并将指标进行分解,分别落实到分管副经理、职能科室负责人和基层单位的主管领导,使之成为群体目标,且规定了落实时间,提出了实现方针目标的主要措施,将此作为各级领导和职能科室的考核内容。由于设备管理列入了任期目标考核内容,引起了各级领导的高度重视,并列入议事日程,使设备管理有了重要保证。

Let’s talk about the combination of equipment management and economic responsibility system implemented by our company. 1. Equipment management is included in the tenure targets of leading cadres at all levels, and rewards and punishments are linked. We include 9 equipment management indicators such as equipment availability, utilization rate, total technical equipment rate, power equipment rate, and equipment newness coefficient. Responsibility targets for the manager’s term of office, and the indicators are decomposed and implemented respectively in charge of the deputy manager, responsible person of the functional department and the leadership of the grass-roots unit, so that it becomes a group goal, and the implementation time is stipulated, and the main measures for achieving the target are proposed. Take this as the assessment content of leaders and functional departments at all levels. As equipment management has been included in the assessment of term goals, it has aroused the attention of leaders at all levels and was put on the agenda so that equipment management has an important guarantee.
