对于中小学学生的教育是我国基础教育的关键组成部分,因此中小学师资力量水平的高低是衡量中小学教育质量好坏的关键。在新疆,很多少数民族地区中小学双语音乐教师整体教学能力比较低,这是新疆双语音乐教育水平发展缓慢滞后的最大的原因和障碍。培养综合素质高、教育能力强、专业知识过硬并且适应少数民族地区教育水平发展的中小学音乐教师队伍是提高民族音乐教育质量的重要措施,也是提高新疆地区少数民族双语教学能力的关键。
