反思我国已有的择校治理政策:“干预式”择校治理往往治标不治本;“均衡化”择校治理路径较为单一,缺乏整体性和系统性。国外治理择校的成功经验包括学校结构标准化、促进公办民办双轨制发展等。择校的成功治理需要通过教育布局、校际发展、教育机会、资源配置、教育质量等多方面的均衡来实现;需要围绕影响学校整体功能的结构要素,将均衡化的方针具体化,建立和推行具体、统一的基本标准。
