一国两制即一个国家,两种制度,就是“在中华人民共和国内,是亿人口的大陆实行社会主义制度,香港、台湾实行资本主义制度。”以邓小平为代表的中国共产党人在继承、吸纳马克思主义经典作家关于两种制度可以在不同国家“和平共处”的思想精髓同时,创造性地对两种制度在一个国家内部和平共处进行了大胆设想,并付诸于实践。邓小平“一国两制”构想是对毛泽东、周恩来等关于和平统一祖国的主张的发展和实践准备。香港、澳门和台湾问题是关系到国家民族统一与发展的大问题,中华人民共和国成立后,毛泽、周恩来等领导就对解决这个问题作了不懈努力,特别是关于和平解决台湾问题的主张是邓小平“一国两制”构想的思想准备和理论前提。
