推进农业产业化 ,要重新审视传统的资源比较优势战略 ,根据增强竞争优势的要求 , 进行农业产业化的发展定位。要着眼于整个农业产业链 ,增强农业的创新能力。为此 ,要 高度重视农业企业家的成长 ;把加强农业产前、特别是产后开发 ,作为我国农业增强竞争 优势的重点 ;加大农业技术结构的调整力度。要着眼于整个农业产业链 ,加强农业污染的 治理。推进农业产业化 ,要加快农村金融改革 ,优化农民的融资环境。为此 ,要加快改革 农村信用社 ;谨慎积极地发展民间金融 ;探索发展真正意义上的合作金融 ;加快信用担保 机制的建设 ,加大农村金融政策的调整力度。
To promote the industrialization of agriculture, we must re-examine the traditional strategy of comparative advantages in resources and make the development of agricultural industrialization in line with the requirements of enhancing our competitive advantages. We should focus on the entire agricultural industry chain and enhance the innovation capability of agriculture. To this end, we must attach great importance to the growth of agricultural entrepreneurs; to strengthen the prenatal and postnatal development of agriculture, as the focus of our agriculture to enhance competitive advantage; increase the adjustment of agricultural technology structure. We must focus on the entire agricultural industry chain, and strengthen the governance of agricultural pollution. To promote agricultural industrialization, we must speed up rural financial reform and optimize the financing environment for peasants. To this end, we must speed up the reform of rural credit cooperatives; cautiously and actively develop private finance; explore the development of real cooperative finance; speed up the construction of credit guarantee mechanism and increase the adjustment of rural financial policies.
