海南省四面环海,海岸线全长1528公里,占全国海岸线的1/10,海洋面积200多万平方公里,相当于陆域面积50多倍,拥有海洋经济鱼类800多种和多种软体动物、腔肠动物、棘皮动物及甲壳类等,年拥有可捕量达270多万吨.向海洋要空间,向海洋要财富,加快水产业的发展步伐应作为海南经济发展的一项战略措施.改革开放以来,海南省水产业在连续15年增产增收的基础上,1993年全省水产品总产量达32.98万吨,产值18.5亿元,比上年分别增长28%和46%,是1980年的5.6倍和10倍.但是水产业发展的“瓶颈”因素日益突出.主要表现在三个方面:一是由于渔用柴油价格暴涨,成本增加,生产入不敷出,大马力渔船亏损严重,因此,有的渔民卖大船造小船,加剧了近海捕捞强度;二是资金投入不足,水产业发展后劲脆弱;三是科技相对滞后,渔港配套设施不足,不适应现代化生产的需要.为了允分利用海洋自然资源优势,加快发展海南水产业,当前应抓好以下几项工作:
