中国已成为世界第二大经济体,社会福利发展与改善方面却并未达到与经济发展相似的高速度,在医疗保障领域亦是如此。本文研究以世界经济合作与发展组织(OECD)参考标准评估中国医疗保障开支在总量、公共以及政府三个层次的开支水平,并与典型的OECD国家进行比较研究,包括德国、美国、英国、日本、韩国和墨西哥等。结果表明,中国医疗保障开支所有评测指标均低于OECD平均水平,但部分指标评测结果优于观测域内的其他OECD国家,值得肯定。
China has become the second largest economy in the world. However, its development and improvement of social welfare has not reached a level similar to that of economic development. This is also true in the area of medical insurance. In this paper, we use the OECD reference standard to assess the level of expenditure on health insurance expenditures in China in terms of gross, public and government levels, and compare with typical OECD countries, including Germany, the United States, the United Kingdom, Japan, South Korea and Mexico. The results show that all the indicators of China’s medical insurance expenditures are below the OECD average, but some indicators are better than the other OECD countries in the field of observation.
