我局是一个有5万职工的大型水电施工联合企业,下设21个分局、厂和11个后勤单位。目前除了担负葛洲坝工程建设外,还担负了岩滩、桂平、漫湾、清江、板桥等大中型水利水电工程的建设任务。去年底,我局开始实行局长负责制,主要抓了理顺关系,建立健全制度,制订局长任期目标等方面的工作,使企业领导体制改革向更深层次发展。一、转变思想观念是实行局长负责制的思想基础我们着重从以下几个方面解决要不要和如何实行局长负责制的认识问题:
