水利工程是国民经济和社会发展的重要基础设施。是实现粮食稳产的必要和先决条件,是支撑新型工业化、城镇化、农业现代化的重要基础。“十二五”以来,党中央、国务院相继作出加快水利改革发展、保障国家水安全、推进重大水利工程建设等一系列决策部署,水安全上升为国家战略,治水理念不断升华,治水兴水进入一个新的阶段。“十二五”期间,全国水利建设完成总投资达到2万亿元,年均投资4000亿元,国家投入基础设施建设中水利投入占了很大比重。水利工程具有很强的公益性和非经营性,投资来源主要依靠于财政收入。多年来,水利工程建设已建立了成熟的造价管理体系,从编制、管理、控制等都有一整套的措施,并贯穿水利工程全生命周期,为有力推动水利工程建设起到了显著的作用。本文主要根据笔者工作经历,结合管理基层水利工程建设中的摸索、学习和体会,从建设方的角度就水利工程造价管控作几点探讨。 Water conservancy project is an important infrastructure for national economy and social development. Is a necessary and precondition for achieving a steady grain production and is an important foundation for supporting the new-type industrialization, urbanization and agricultural modernization. Since the 12th Five-Year Plan, the Central Party Committee and the State Council have all made a series of decisions and arrangements to speed up water conservancy reform and development, safeguard national water security, and promote major water conservancy projects. Water security has risen to a national strategy, and the concept of water management has been continuously promoted. Water enters a new phase. During the “Twelfth Five-Year Plan” period, the total investment for water conservancy construction in China reached 2 trillion yuan, with an annual investment of 400 billion yuan. The investment in water conservancy invested by the state in infrastructure construction accounted for a large proportion. Water conservancy projects have a strong public and non-commercial, the main source of investment depends on the financial revenue. Over the years, the construction of water conservancy projects has established a mature cost management system and has a complete set of measures including preparation, management and control, which runs through the entire life cycle of water conservancy projects and plays a significant role in effectively promoting the construction of water conservancy projects. This article mainly based on the author’s work experience, combined with the management of grassroots water conservancy project construction groping, learning and experience, from the perspective of the construction side of water project cost control for a few discussions.
