1995年10月13日～17日,林业部在山西右玉召开了全国沙棘工作会议.与会代表听取了林业部副部长祝光耀同志作的题为《提高思想认识、加强行业管理,进一步开创沙棘产业建设新局面》的工作报告,学习并充分讨论了林业部提出的《全国沙棘产业发展“九五”实施意见》,认真听取了山西、内蒙、辽宁等省(自治区)和右玉县有关领导同志的经验介绍,并现场参观了山西省右玉县和左云县的10个沙棘产业发展典型.会议讨论的主题和参观的典型现场以及典型经验介绍,给代表们留下了深刻的印象,会议达到了预期目的,取得了圆满成功.提交大会讨论的《全国沙棘产业发展“九五”实施意见》指出,“九五”期间全国沙棘资源建设总任务为61万hm～2,其中人工造林30万hm～2,“两高一优”园建设1万hm～2,封山封滩育林15万hm～2,飞机播种造林5万hm～2,低效林改造和垦复10万hm～2.在全国18个省(市、自治区)确定24个沙棘产业重点县并使其起到示范作用.“九五”期间沙棘资源建设的重点地域是:①黄河上中游防护林工程.②京包一包兰铁路防护林工程中的困难造林地段、③林业部规划的八大山区综合开发区中的大部分地区.④太行山绿化、长江中上游防护林、沿海防护林、防沙治沙等生态工程.另外,对科研项目、技术推广项目和开发项目也作了明确的?
