防汛指挥部是组织防汛调度和抢险救灾的指挥协调中心,当发生或可能发生洪涝灾害时,需要迅速贯彻上级的调度指令,及时反馈基层的受灾信息,动员全社会力量进行抢险救灾。防汛工作具有时间紧,任务重,社会影响大的特点。从2001年开始,浙江省采用了视频会议技术建设基于计算机网络的防汛远程会商系统,目前系统巳延伸到全省绝大部分市、县防汛指挥部,通过远程会商系统的建设,明显提高了防汛抢险工作的时效性,发挥了重要作用。
