In recent years, the Soviet Union has admitted that some nuclear accidents have caused environmental pollution in military nuclear facilities in the southern Urals. One of these occurred together 40 years ago when radioactive waste was discharged from a plutonium reprocessing plant into the river. This was the first time that a foreign scientist was disclosed at the Japan-Soviet Conference held in Tokyo in June 1990. At the end of January 1991, six Soviet scientists visited the Japanese Radiation Research Agency, including the Hiroshima RERF, to discuss this and other pollution incidents.
