当前,我国社会腐败的滋生,有其社会历史条件与现实条件,除了社会政治法制和社会经济利益外,还有一个不能忽视的社会思想文化方面的问题。腐败不仅使市场经济秩序发生混乱,成为阻挠社会经济顺利发展的一大障碍,而且损害社会公共秩序,污染社会风气,破坏社会主义的法制建设。更为重要的是,严重腐蚀执政党的肌体,削弱和丧失政府的效能,从而直接危及党的执政权威。加强反腐保廉的法制建设,营造反腐保廉的法制氛围,必须大力培养党政机关公职人员和广大公民的法制意识和守法观念,特别是培养全社会法律意识。加强反腐保廉,必须依靠健全的制度,切实提高对依靠制度约束人的重要认识。加强反腐败保廉洁,必须建立健全社会监督体系,构筑协调、灵敏、高效的监督运行机制,以有效的监督体系监督人。优化社会环境,营造反腐保廉的社会氛围,必须切实运用社会舆论这一重要形式。 At present, the breeding of social corruption in our country has its social historical conditions and realistic conditions.
