我国现行土地使用权出让制度导致房地产物业价值与资产价格不一致,以致在现有运行体制下,房地产的消费性需求不仅是对房地产物业的需求,同时也是对土地资产的需求,从而强化了房地产的投资属性,驱动了我国房地产价格的持续上涨,使房地产投资与证券投资、实业投资具有相互替代的功能。本文建议房地产调控政策应重视对土地资产价格的调控与干预,需要有选择地限制土地资产在部分房地产资产中的价值。
