人是企业中最活跃、最具能动性、最可增值的要素,人力资源是最具潜力的资源。在这一管理思想的指导下,众多的国有企业纷纷摘下“人事部”的牌子,换之为“人力资源部”。但事实上,国有企业的人力资源管理状况并不乐观,新部门的职能同原来的人事部相比并没有什么实质的改变。所谓的人力资源管理只不过是人事管理的一种时尚提法而已,人力资源管理并没有发挥其应有的作用,企业也未从利用和开发人力资源中获得大的收益。
People are the most active, the most motivated and the most value-added elements of an enterprise. Human resources are the most promising resources. Under the guidance of this management idea, a large number of state-owned enterprises have taken off the brand of “personnel department” and replaced it with “Human Resources Department”. However, in fact, the state of human resources management in state-owned enterprises is not optimistic. The functions of the new department have not changed in any substantive way compared with the original Ministry of Personnel. The so-called human resource management is only a fashionable reference to personnel management. Human resource management has not played its due role. Enterprises have not benefited greatly from the utilization and development of human resources.
