改革开放以来,我国外商投资企业发展很快,但外商直接把资金投入商贸行业,长期以来是一个“禁区”。这个“禁区”应不应该投?现在有无必要继续存在下去呢?笔者认为,在改革开放之初,国家限制兴办商贸三资企业是可以理解的。但是改革开放进入新的阶段,如果把兴办商贸三资企业继续作为禁区,不利于商品经济的发展和商品流通的扩大。一个国家的经济发展进入国际化的趋势,随之而来的是大市场、大流通、大外贸格局的形成,从根本上冲破传统的产业分工,旧的产业格局和高度集中的管理体制即将打破,代之而起的是工农结合、工贸结合、优势互补,技工贸一体化、集团化、股份化多功能综合发展的经济模式。西方发达国
Since the reform and opening up, China’s foreign-invested enterprises have developed rapidly, but foreign investors directly invest funds in the trade and commerce industries, which has long been a “forbidden zone”. The economic development of a country has entered a trend of internationalization, followed by the formation of a large market, large circulation, and a large foreign trade pattern. It fundamentally breaks through the traditional division of labor, and the old industrial structure and highly centralized management system are about to break down.
