「可以武断地说,没有一个中国同胞不希望中国统一的」(见一九八四年九月八日的《世界日报》社论》。既然没有一个中国同胞不希望中国统一,为什么却又统一不起来呢?可以说,大家希望中国统一,这一个目标是一致的,只是达到这个目标的方法是不一致的。北京主张用「一国两制」的方法,完成和平统一中国;台北主张用三民主义统一中国。是和平统一,还是武力统一,没有说明。这两种方法,谁好谁坏,谁是谁非,或者皆是皆非,惟有根据客观事实来检验,才能判明。先谈「一国两制」。一国两制是「一个国家,两种制度」的简称。从狭义来说,在同一时间,不同空间中,在同一个国家之内,实行两种不同主张或主义。如中国在香港主
