在历年的交通工作会议报告中,今年张部长谈交通法制工作用的文字是最多的,反映了交通部党组对法制工作认识水平达到了新高度。我想重点谈一些关于制定《公路保护条例》的看法。制定《公路保护条例》是贯彻执行经国务院同意的《关于在全国开展车辆超限超载治理工作实施方案》的需要。
