威海市地处山东半岛的东端,是粮油主要产区之一。十一届三中全会以来,全市农村普遍实行了家庭联产承包责任制,粮食生产得到迅速发展。全市农村共72.85万户,212.1万人,年粮食总产100万吨左右、花生总产25万吨左右。除国家收购11％左右的粮食外,其余大部分都存放在农村千家万户。近几年来由于放松了对农村储粮的管理指导,忽视了安全储粮技术的传授,致农村粮食损失严重,浪费十分惊人,主要表现在以下三个方面。1.收获时的散失相当普遍。过去那种“精打细算、颗粒归仓”的观念逐渐淡薄,收获时田野里拾麦穗的景象不见了,就连搬运时掉在地上的谷穗也无人问津,往
