本文分三部分 ,重点论述了中央财力的不足 ,财政收支的日趋紧张 ,迫使我国政府实施积极财政政策只能以发行国债为主要筹资手段 ,债务问题非常严峻。为了保证国家财政安全 ,就要化解财政信用风险 ,即财政信用资金使用效益难以保证的风险和国债发行不规范 ,新债遭居民个人购买者抵制发不出去的风险。因此 ,规范国债发行体制 ,防范财政扩张陷入债务扩张“陷阱”甚为迫切 ,必须重新设定积极财政政策的取向 ,使之与社会投资有效连接 ,使财政资金尽可能多地投入到有效提高其他主体投资收益方面 ,让市场和微观经济主体是主力军 ,而不是其本身能提供多少增长支持作用和就业岗位。
