在1987年10月20日全国铁路局局长座谈会上,铁道部副部长屠由瑞发表了讲话。他强调要动员和引导全路职工,认清形势,振奋精神,治理整顿,推进改革,严格纪律,强化管理,经受考验,渡过难关。在讲到进一步完善经济承包责任制时他说,铁路“七五”大包干,取得显著成效,也存在许多亟待解决的问题,从内部看,主要是承包办法不完善、不配套,承包指标有的偏高,内部分配办法也有不健全、不合理的地方,影响承包机制的运转和铁路整体效能的发挥。下一步,到1990年,总的设想是:完善承包办法,加强宏观控制,提高整体效益,搞好“七五”承包,并为以后的承包创造条件,采取的具体办法:一是调整部分单位承包指标,二是解决财务清算方面的新问题,三是适当调整计划体制,四是改善“万含”工资的分配,五是坚持货车有偿占用的奖罚制度,六是大力发展多种经营,七是改进铁路运输基层单位承包办法。
