在深化妇幼卫生改革中,我所在上级党委和有关部门的领导下,自1984年以来,对管理制度、管理办法进行了一系列的初步改革,收到了一定的成效。但由于微观控制不力,经济利益未与职工收入挂钩,吃“大锅饭”未从根本上解决,妇幼卫生人员的积极性和创造性没得到充分发挥。我所在深化改革中采取了“以收定支,超收奖励、节约分成”的试行办法。转变过去那种只花钱不考核成本的作法。
