本文通过介绍法国大区制度,使我们了解到,法国的大区设立不是要取代省,而只限于几个省的区域经济发展与领土整治(规划)。考虑到我国京津冀一体化进程中所面临的问题,从根本上说是区域经济发展不协调,如果能建立大区制度,合理地区经济布局,促进京津冀协同发展,就可以从根本上解决经济发展差距过大的问题,那么,三地在一体化进程中面临的其他问题也会迎刃而解。此外,大区制度又不破坏我国现有的省级制度和直辖市制度,保证了我国领土建制的完整性。
