近几年来,卫生系统确立了“以副补主,以工助医”的思想,为解决国家投入不足和卫生防病需求日益增加的矛盾,各级卫生防病机构,逐步发展起一批产业企业,项目在不断扩展,规模在不断壮大。但是由于卫生产业企业多是在传统的计划经济模式和80年代以来普遍实行的承包制的基础上发展起来的。随着社会主义市场经济体制的建立和完善,卫生产业企业自主权不落实,约束机制不健全,经营机制不灵活,经济效益不显著等深层次的问题越来越突出,成为企业生存和进一步发展的主要障碍。转变经营机制,建立符合现代企业制度的经营管理模式已经成为面临的主要任务。
