近几年,一些国营企业单位,陆续兴办了一批全民所有制预算外企业。就预算外企业的管理问题。我们调查了中央在武汉几家物资公司,发现问题不少,很值得各级管理部门重视。问题之一:两块牌子一套人马按照国家规定。预算内国营企业兴办全民所有制预算外企业,涉及到国有资产的转移以及利益分配,应经过同级财政部门参与审查。我们调查的四户预算外企业其成立批准手续不全,都没有报经财政部门审查,其中三户是本单位自行批准,一户也只经过了主管部门批准。
In recent years, a number of state-owned enterprise units have successively set up a number of extra-budgetary enterprises under ownership by the whole people. The four unofficial extrabudgetary enterprises we investigated failed to complete the formalities for their establishment and approval, and none of them has been submitted for examination by the financial departments. Three of them are self-approved by their own units and only one has been approved by the competent authorities.
