新中国成立初期,作为民族文化遗产的戏曲的发展已不合乎新时代、新生活的发展目标和新中国政治与文化建设的现实需要。党和人民政府从新的国家政权建构的总体设计出发,领导了影响深远的以改人、改制和改戏为主要内容的旧戏改造工作,不仅使许多有影响的传统戏曲剧目重新焕发光彩,并创作了一批深受群众喜爱的新编历史剧和现代戏,而且还充分挖掘了戏曲的宣传和教育功能,为确立新的社会意识形态提供了助益。
