目前,区域卫生信息平台的建设理论和实践均日趋成熟:各种部颁标准纷纷落地,区域内医疗卫生机构间的信息互通已经有章可循;政府资金投入和技术进步更是让互联互通更易实现。在这种形势下,区域卫生信息平台的可用性和实用性,即系统平台本身在区域内民众健康维护、医疗卫生保健业务、卫生行政管理水平提升等方面能发挥的作用,反而上升为更值得思考和重视的问题。然而,截至目前,对于这一问题重要性的认识,远未达到应有的程度。这一现实问题促使孙卫开始思考区域卫生化平台的分级评估问题。
