当前,全面整顿企业中的一个重要环节就是切实改善经营管理,推行与完善经济责任制。要建立与健全经济责任制的中心环节又是明确企业和职工对国家承担的经济责任,正确处理国家、企业和职工的三者利益关系,即责、权、利的结合。在企业内部按照经营成果的好坏和贡献大小分配经济利益,以调动企业和职工改善经营管理,发展邮电事业的积极性。
At present, an important step in the comprehensive rectification of enterprises is to effectively improve management and administration, and promote and perfect the economic responsibility system. The key link in establishing and perfecting the economic responsibility system is to clarify the economic responsibility assumed by enterprises and staff and workers on the state and properly handle the interest relations among the state, enterprises and employees, namely, the combination of responsibilities, rights and interests. In the enterprise, economic benefits are distributed in accordance with the quality of the operating results and the size of the contribution to mobilize the enthusiasm of enterprises and staff in improving management and development of postal and telecommunications businesses.
