社会组织作为社会治理主体之一,对于提高社会管理效益,实现社会治理现代化具有重要作用。改革开放以后,一些社会组织在管理方法、运行机制、组织体系等方面不断创新,屡次荣获“中国地方政府创新奖”优胜奖。文章在对优胜奖案例中典型的社会组织创新模式进行分析的基础上,对各社会组织创新所产生的历史背景、性质属性、外部支持、效用结果及创新点评等五个方面进行比较总结,提出社会组织协同治理的五大着力点:坚持以问题为导向,培育和发展多类别社会组织;进一步转变政府职能,破除双重管理体制的束缚;加强社会组织能力建设,实现其可持续发展;深入对社会组织调查研究,及时了解其现状;探索购买服务新机制,增加协同治理的方式方法。
As one of the main body of social governance, social organizations play an important role in improving social management efficiency and realizing social governance modernization. Since the reform and opening up, some social organizations have been constantly innovating in management methods, operation mechanism and organizational system, winning many awards such as “China Local Government Innovation Award”. Based on the analysis of typical social organization innovation modes in winning case, the article compares and summarizes the historical background, nature and properties, external support, utility results and innovation comments produced by each social organization innovation and puts forward Social organizations, the five major focal points of collaborative governance: adhere to the problem-oriented, nurture and develop many types of social organizations; further transform the government functions, breaking the shackles of the dual management system; strengthen the capacity of social organizations to achieve sustainable development; in-depth social Organize the investigation and study to keep abreast of the current situation; explore new mechanisms for purchasing services and increase the ways and means of collaborative governance.
