改革开放以来国家与农民的关系处于不断地调适过程中,随着税费制度改革,农村和农民在获得足够的发展空间和动力的同时,传统的以国家义务作为国家与农民间的制度性纽带也得以消弭,导致国家与农民关系的虚化和二者矛盾的重现。因此,重新反思改革开放以来农村的变迁,有必要重构新时期农民的权利与责任义务体系,构建新的国家与农民间的制度性关联。只有这样,才能从根本上解决农村治理难题,建构农民与国家、农民与城市、农民与市场之间的均衡关系。
