学习贯彻云南省第六次党代会要与理顺和完善经济发展思路,制定积极进取、切实可行的奋斗目标相结合。经地委、行署研究,初步确定的发展思路是:打牢一个基础(强化农业基础,基本实现粮食自给);新建一个机场(按飞波音737—300型类型的中短程飞机规划设计);改造两条干线(临沧通往昆明的二级公路和羊头岩至清水河三级公路);打通两条航道(澜沧江通往思茅以下航道和南汀河、清水河通往萨尔温江航道);开发两条流域(澜沧江流域、南汀河流域);建好两个城镇(临沧、孟定),巩固两个优势产业
