今后五年是我省全面建设小康社会的关键时期,经济社会发展的指导思想是:坚持以马克思列宁主义、毛泽东思想、邓小平理论和“三个代表”重要思想为指导,全面贯彻落实科学发展观,紧紧围绕全面建设小康社会的宏伟目标,突出又快又好发展这个主题,坚持以经济建设为中心,转变经济增长方式,提高自主创新能力,扎扎实实打基础、突出重点抓生态、调整结构创特色、依靠科技增效益、改革开放促发展、统筹兼顾谋协调、齐心协力建和谐,推动经济社会发展切实转入以人为本、全面协调可持续发展的轨道,不断开创我省经济建设、政治建设、文化建设和社会建设的新局面。在新的历史起点上全面建设小康社会,必须始终坚持科学发展、促进社会和谐,把握西部大开发和建设中国—东盟自由贸易区两大机遇,抓住经济结构调整和增长方式转变两大关键,依靠改革开放和科技进步两大动力,突破基础设施和体制机制两大制约,推进社会主义新农村建设和新型工业化两大进程,努力建设富裕民主文明开放和谐的云南。(摘自省第八次党代会省委工作报告)
