党的十六届四中全会通过的《中共中央关于加强党的执政能力建设的决定》,把党的执政能力建设提高到事关社会主义事业的兴衰成败、中华民族前途命运、党的生死存亡、国家长治久安的战略高度,从经济、政治、文化、社会、外交五个方面提出了加强党的执政能力建设的要求。有关部门最近完成的一项问卷调查显示,66.9%的县级以上干部自认驾驭市场经济的能力不强。提高党的执政能力,首先是提高党领导和驾驭社会主义市场经济的能力。结合我市实际,应从以下几方面入手:
