什么是社会保障?建立新型的社会保障制度应当遵循哪些基本要求? 所谓社会保障,是依据一定的法律和规定,为保证社会成员的基本生活权利而提供的救助和补贴。从广义上说,社会保障主要包括4个主要方面内容,这就是社会救助、社会保障、社会福利和社会优抚。 社会保障制度改革是建立社会主义市场经济体制的重要环节。建立新型的社会保障制度,必须与我国的实际国情相结合,具体来说,应掌握好以下几点:
