1999年10月14日,来大陆探亲访友的台胞陈昌鼎,在贵州省赤水市从7米高处摔下,受重伤不醒人事,当地医院诊断为胸椎骨折,颅脑出血,胸部以下不遂,有瘫痪危险。当地政府得知此事后,除安排医护人员抢救外,还与其在台湾的哥哥陈昌隆取得了联系。15日,陈昌隆向SOS救援中心请求援助,要求将弟弟送回台北医院救冶。国际SOS救援中心北京办事处考虑到地面转运危险性大,决定求助中国政府派直升机将陈昌鼎从赤水接到成都,再从成都取道香港回台湾。
