业绩评价、考核是现代企业治理的重要内容。为更加准确、客观地评价和考核国有企业负责人的经营业绩,2006年12月30日,国务院国有资产监督管理委员会(下称国资委)发布了新修订的《中央企业负责人经营业绩考核暂行办法》(国资委会第17号,简称新办法),并于2007年1月1日起正式施行,这标志着中央企业负责人第二任期(2007~2009年)经营业绩考核全面启动。
Performance evaluation, assessment is an important part of modern corporate governance. On December 30, 2006, the State-owned Assets Supervision and Administration Commission of the State Council (hereafter referred to as the SASAC) issued a new revised Provisional Opinion on the Appraisal of Business Performance of Heads of Central Enterprises in order to evaluate and evaluate the operating performance of SOE principals more accurately and objectively. Measures (SASAC No. 17, hereinafter referred to as the new approach) and came into force on January 1, 2007, marking the full launch of the assessment of business performance for the second term (2007-2009) of the heads of state-owned enterprises.
