黄土高原建设阶段的不断深入 ,黄土高原综合治理模式发生了相应的变化 .从模式目标、组成、结构 3个方面对黄土高原综合治理模式转型进行了分析 ,认为模式转型具有以下方向 :从封闭到开放 ;从治理为主到治理与开发相结合 ;从单一效益为主到综合效益提高 .如何合理转型 ,应注意以下几点 :重视和加强基础建设措施 ;模式转型的阶段性 ;合理设计开发措施 ;模式应与国家西部开发战略及区域整体发展目标相协调 .
