On July 22, 1999, Guangxi Ocean Shipping Company (hereinafter referred to as Plaintiff) and Guangxi Zhongan Ocean Shipping Co., Ltd. (hereinafter referred to as the defendant) signed a cooperation agreement, which stipulated that the plaintiff should assist the defendant to establish a standard conforming to GB / T9002 (ISO9002) ISMCODE quality and safety management system (“double standard”), and sent a working group to assist the defendant to establish the quality and safety management system.
