近日夜偶读“发生在长江主航道扬中二墩港江面的一场油轮大火,燃烧近26个小时,由于江水涨潮,燃烧的油料漫出溢至江中,形成一条300米长的火带。油轮沉江,损失1000万,航道一时受阻。”掩卷而思,此实乃施救有功,免遭更大的不幸。庆幸之中洗漱完毕,进卧房入睡。 曾记得,十年前的初秋一日,我有幸参加在“上海港环保中心”召开的一个会。会议的内容:“讨论在黄浦江装备围油栏”一事;在会议上,来自港口系统的有关专家、工程师们纷纷发表了各自的看法和意见。最后的结论:围油栏必须尽快装备,有关适应黄浦江水域的技术问题尚待解决。
