Since 1991, the economies of the major industrialized countries have experienced various degrees of recession. The outward direct investment of the major international direct investment powers, the United States, Germany, Japan and France, has been reversed, with overseas investment declining. In 1991, Japan’s overseas investment accepted by Japan’s Ministry of Finance for a total of 41.6 billion U.S. dollars was 27% less than in 1990. France’s foreign investment grew by 30% annually between 1986 and 1990, but it was down 26% from 1991 to only 108.6 billion francs.
